Dear Authors! We publish original materials of scientific and practical value that may be interesting and useful for readers. The received manuscript undergoes the process of primary evaluation in terms of compliance with the formal requirements:  the Journal subject area, article submission guidelines, the text originality (at least 85%), clarity and logic of the narration in the literate Russian language. In case of non-compliance with these requirements, the article is returned, and the Editorial Board notifies the author with the reason for rejection.

After the articles pass the initial check-up, they are sent to the members of the Editorial Board for peer reviewing and, if necessary, to other experts on the concerned subject. Articles undergo blind review: the names of authors and reviewers are not known to each other. Reviewing process, from experience, takes 2 weeks on average.

The peer review reflects the study’s validity, the degree of scientific novelty, its relevance to the remit of the Journal, the strengths and weaknesses of the research, the presence of borrowings and plagiarism, and other expert’s comments. The reviewer in writing justifies the comments (if any) and formulates one of the following conclusions:

- "The article is recommended for publication"

- "The article is recommended for publication after correction of the reviewer's comments"

- "The article needs to be reviewed by another specialist"

- "The article cannot be published in the Journal"

If in the process of reviewing the expert formulated recommendations for correction and revision of the material, the editorial board sends them to the author with a proposal to take them into account in the preparation of a new version of the article or to refute them with arguments. The revised article is sent again for reviewing. If the author refuses the material revision, please notify the editorial office about the refusal to publish the article. In case of conflicts between the author and the reviewer, the article is sent for additional peer reviewing. In conflict situations, the final decision is made by the Editor-in-Chief. According to the results of reviewing, the Editorial Board of the Journal makes a decision on the admission of the article for publication, the editorial board informs the author about it and specifies publication dates. The final decision on the article publication date is made routinely in the process of forming the layout and content of the next issues and is approved by the Editor-in-Chief.

All reviews are stored in the publishing house for 5 (five) years. The Editorial Board undertakes to send copies of reviews to the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation upon request.
